I think they've aired it on Cartoon Network in the past. As far as I can tell the Read or Die series (anime and manga) all differ with either the characters that are focused on or the timeline. So even though Yomiko is in the Read or Die manga, it shows a different time in her life than what is detailed in the OVA or broadcast anime.
